II. Prohibited Actions & Jurisdictional Limits
Unauthorized engagement includes:
• Accessing, reproducing, storing, or referencing assets without express sovereign authorization & executed BDG-NDA-2025
• Mimicking, reclassifying, or commercializing sovereign frameworks
• Attempting to bypass encryption, AI-governed protections, or sealed ledgers

All interaction is conditional and revocable under sovereign enforcement.
III. Enforcement & Sovereign Penalties
